8 ounces (2-1/2 sticks) unsalted butter
1 cup all-purpose flour
1 pound turtle meat, cut into 1/2-inch cubes
1 cup celery
2 medium onions
3 teaspoons garlic, minced
5 bay leaves
2teaspoon oregano
1 teaspoon freshly ground black pepper
2 cups tomato
1 quart beef stock
