Renewal notices are sent out to remind people to renew if they chose.  If you did not get one your probably not expired.

In district 6 I think I am about up but for some reason I cannot send an e-mail to Rick or he is not responding. How do we find out and how to renew? Do I just go to homepage and join ppha again? :-\

You should get a renewal notice when your membership is about to expire!  As far as an e-mail, I'm not sure why he is not answering.  Try sending him a PM through the site.

There is no renew ! Do I hit the tab that says Join ppha. Or how can I do it through paypal?

You don't even need a PayPal account.  You can pay with a credit card also but we use the PayPal portal.  Just select how you want to pay when you get to that point.
