I had read on another fourm that battery operated decoys are not legal in PA, is this true?

Depends what you are hunting for. For predators, yes they are legal.

I thought so.

Got it.
Decoys: Decoys simulating food are considered artificial bait and are illegal.
Examples: artificial corn to attract turkeys or waterfowl. Any decoy,
including electronic decoys, used in the trapping or hunting of furbearers
is permitted.
