hunting a farm with ALOT of fox sign but no luck calling could the coyote's be keeping the fox laying low?

I've experienced this alot,you see a lot of fox sign intermixed with coyote sign and can't get any response from the fox.I think they don't respond for fear of becoming lunch.My only solution is to hunt coyote.

When you guys figure this out, let me know. ;) I always have a hard time calling fox in my area to prey distress sounds. I start having success late season either because of the dead of winter and food is scarce or females are full of kits and need the nourishment. I'm having just about as hard of a time this year as I did my first year.
