Bullet pullers reloading....

wanted to pull a few 17 Rem bullets but found the hammer type bullet puller just does not work that well on the smaller caliber.  Works great on 3006 etc etc...
The type bullet puller that you install in your press?  Just how do they work?  Do you need a special die for certain calibers or is this puller universal and works on all calibers??

I have to pull a few 17 center fire bullets so I have purchased the RCBS collet type for the 17 center fires...
Again the hammer type is OK for let say the 3006 of course when you commence to pound on even a piece of rubber the entire household hears that ...LOL LOL
