That is a dog.   I've studied coyotes and wolves for 2 decades.  It might be a hybrid, but it's not a coyote.  It has typical black and tan points found in several breeds.  Not a natural look for a wild animal.  It may have been a wild dog that someone turned loose or it could have been a lost pet.

Im not sure where you studied yote and wolves but black and red colour phases are not thay uncommon.  They also happen all across the US.  With the reds mostly in the north east.  And it could be a coy but that is also unlikly.
