I was recently looking over the PA hunting and trapping digest that just expired on June 30th, trying to get a total $ figure on what this yeas license might cost and I came upon something written in the license availabilty section that I'm having a hard time understanding:

Under the Add-on license section it has:

Resident Archery****       $16.70
Resident Muzzleloader****  $11.70

When I look under the **** symbol is says "Muzzleloader firearms and bows and arros may be used during the regular hunting season w/o purchasing muzzleloader or archery licenses"

If this is the case why sell muzzleloader and archery licenses? Can someone explain?

it means you can use a bow of any kind or a muzzel loader of any kind in rifle season.  you still need a muzzel loader or a archery tag to hunt in the regular season.
