just recieved a call from Ernie, the amendment for HB881 was added in the Senate this morning! it comes out of committee next week and will be voted on then it's off to the House for a confirmation vote then onto the Govenors desk for a signature. If all goes well....this should become law shortly.
Yet another notch in our sheath for the PPHA!!!!!
way to go everybody to took the time to contact the Senators about this amendment.... 8)
There were two Senators in particular that teamed up for the PPHA and wrote the amendment within the guidlines that the PGC asked for...and with the wording that we asked for. Ernie will update us on exactly which two Senators they were when he gets a confirmation letter from Rep. McIlhinney .
THANK YOU TO EVERYONE!!!! :D

Thanks to all who have been working so hard on this!

Great. did it have a gun mounted light ammendment or was it just to use lights for furbearors?
-
The Bill passed out of the Senate Game & Fisheries Committee yesterday with no "no" votes.
Three more steps:
1. Full Senate vote.
(It is on the Senate Calendar today June 20, 2007 for 2nd consideration.)
2. Back to the House floor for a full House vote.
3. Governor signature.
-
Archerbox.....not sure what your asking..."did it have a gun mounted light ammendment or was it just to use lights for furbearors?"
but i'll take a stab at it...lol. yes the amendment was added for the use of a gun mounted light for the use of hunting all furbearers at night.
is that what you were asking?
-
by the way, Ernie or myself will update everyone as to today's vote.
keep your fingers crossed!
:)

Got my fingers crossed along with my toes !!!!

I was looking at a bill, the wrong one and I could not find anything about lights on it. I found the correct bill. operator error.
-
It was up for second approval yesterday at 1100 wasn't it? What happended? I don't get PCN and couldn't watch.
-
I checked and it's on the agenda for monday, the 25th. I don't know if I made a mistake or they were just that busy. It could have been a "senior moment".
-
Attended the June 25, 2007 PGC Board of Commissioners meeting this morning.
In speaking with some attendees, there is a possibility that some additional verbage on another subject - NOT - related to permitting a light to be mounted on a gun will be attached to the existing HB 881 bill.
-
GOOD NEWS -
HB 881 is on the Senate's agenda for a third consideration vote tomorrow afternoon June 26, 2007.
-
most excellent... Tom... thanks for following up on this and keeping us informed as to it's progress...
-
The Senate did not get to vote on the bill today. ( must be working on getting a budget passed.)
It is scheduled to be on the agenda again for a third consideration tomorrow, Wednesday June 27, 2007
-
Great News:
The Senate voted on the thrid consideration today June 27, 2007.
The bill passed 50 - 0
-
most excellent... what happens next?...
-
It goes back to the house. BTW, in the senate, the vote was 50 yes/0 no. As of yet I don't know what's on the agenda for the future, as far as the house is concerned. As soon as I find out I'll make a post.
-
How confident our we that it will pass through the house?
-
It seems that for the most, everybody is on the same page with this.As I said before, once it comes up on the agenda I'll make a post and at that time everybody can call their local reps to ask them to support hb 881 as amended. But wait for the post first. Thanks.

Good question, but this answer should be directed to all PPHA Members and hunters that want to hunt predators with the light on the gun.
When HB881 is received back on the PA House floor, I also hope for the last time. We all feel good about this bill now because a lot of very credible people have helped write this bill to its current state. However, I feel nothing is ever known until after the fact. The house Game and Fisheries Representatives that PPHA members should still call when this HB881 comes back out on the floor are listed below. Ask them to pass HB881 as it is now currently amended and written when it is received on there floor for there vote.
Thanks to everyone that has and continues to call there representatives
President PPHA

The bill was sent this morning to the House RULES Committee today Thursday June 28, 2007
-
It passed 27-0, now what happens? Does the House bat it around some more or does it go to the governor now?
-
Still needs to go to the house floor for a vote
-
HB 881 is on today's calendar July 1, 2007 for a vote by House members.
If passed by the House, HB 881 is then on it's way to the Governor for signature. If he decides to sign it, The act then takes effect in 60 days after his signature.
-
I sure hope this thing flies... a lot of people have a lot of time involved in this affair... as I've said before it makes no matter to me if it happens or not as I'm an open field caller/hunter and mount the light on the tripod... but for y'all that hunt with shooting stix or in the woods, it makes all the difference in the world...
I'm just glad I was part of getting this proposal introduced to the GC last year, again thanks to all who helped draft and finalize that presentation... it's been a long sometimes bumpy road to follow but the way it's looking, it's comeing to a good ending...
-
There was no action taken on the bill at todays Sundays session.
It is on the House agenda again for tomorrow Monday July 2, 2007. The House reconvenes at 1 p.m.
-
Well we can all be HAPPY; and our sport just got better, HB 881 was passed today and is on to the way to the Governor.
-
The bill passed on July 2, 2007 with House members voting 195 in favor 3 nays.
-
The govenor signed hb881 on july 3rd. After 60 days the use of the gun mounted light is lawful. :D :D

If members are looking for people to thank people other then PPHA members that made this all possible, here is a letter that was sent to me showing who was working on this amendment in favor for PPHA amendment request before it was out for a vote in the senate or the house.
Thank you for taking the time to contact Senator Chuck Mcilhinney concerning the use of a gun mounted light. As the President of the Predator Hunters Association I can fully understand your organizations support for this type of legislation.
It is my pleasure to inform you that House Bill 881 was amended without objection in the Senate Game and Fisheries Committee to include language allowing a light to be mounted to a firearm for the purpose of taking foxes, coyotes and raccoons. It is important to note that this amendment was passed in a bipartisan spirit of cooperation. Representative Cutler, Haluska, Senator Mcilhinney, Fontana, and Kasunic as well as the Pennsylvania Game Commission legislative liaison Joe Neville helped in this effort. Please be assured that the Committee will continue to support these efforts as this legislation continues to move through the legislative process.
Additional people that need thanked.
Brian Cutler, my local PA House Representative helped me in the right direction and offered to write another HB if HB 881 failed to have our amendment added.
It is also in portent to thank the entire PGC staff, with out the PGC working to support all hunters, not just predator hunters none of this is possible. They should always be thanked for there work.
Thomas P. Grohol, Joe Neville and Jason Raup from the PGC also should be thanked, these men know our sport and heard our cries for change and responded favorable for PPHA.
-
Has there been any talk of trying to get semi-auto rifles aproved for use?

Now that HB 881 is about to become law, I thought about the amenmendment about helping the landowner/framer with crop damage. I called my local PGC and asked about it. Funny thing ---or not !!!!!!! They just got it yesterday. The person who answered the phone said that it was just signed two days ago. Needless to say I enlightened them on what transpired with this bill. To make a long story short, they don't have a clue what's going on with this let alone how a person is to be "permitted". Therfore, what I'm going to do is make a copy of HB 881 and keep it with me in my backpack. I would also assume that being that the gun mounted light issue is in the same bill, hunters could have a problem in the field. Just thought I'd give everybody a heads up on this.
-
What does that part of the bill mean exactly: that a landowner with crops may designate problem animals (deer, etc., etc.) and then a person may shoot them out of season with a Game Commission permit??
-
I was just on the PGC website. They have on there that it becomes law on Sept. 1st for the gun mounted lite.

OK, we are ASSUMEING that the PGC knows and understands about this part of HB 881. BUT, there's also another portion of this same bill, that to my knowlage, has not been addressed yet by the PGC. NOW, if others in differnent locals would check with their WCO's or district PGC stations and see what is said this might help.
Paul. I can't give you an answer to this. That's why I'm asking others to do a little phone work on this. Or maybe Buckwheat or Woody might have some understanding on this. One thing that I do know, you have to be permitted by the PGC to do this. I guess the main question is, how does it work ?? What do you or the farmer/landowner have to do ?? :?
-
longhair
You are right I just reread the artical on PGC,s web site and they say vary little about it, other then farmers hiring people to help with crop damage animals.
-
After thinking about this, once the farmers pickup on this, I'll bet the PGC gets flooded with calls. Or, maybe not !!!!!!! There has to be limits on this and I dought if the PGC got it figured out yet. BUT, some polite asking wouldn't hurt though !!!!!!!!
-
Well, the great Ernesto and the PPHA made the sunday tribune review sports. I hope someone can put this up here. :D

The Game Commission is alerting hunters that, as of Sept. 1, it will be legal to hunt furbearers with gun-mounted lights.
House Bill 881, sponsored by Rep. Gary Haluska, a Cambria County Democrat, was signed into law by Gov. Ed Rendell earlier this summer. It was supported by the Pennsylvania Predator Hunters Association.
It makes gun-mounted lights legal while hunting coyotes, foxes, bobcats, raccoons, skunks, opossums and weasels.
Ernie Wilson, president of the Predator Hunters, is urging hunters to identify their targets before pointing a firearm at anything, however. Hunters should use a hat-mounted or hand-held light to scan and locate predators, he said. The reason for this new law is only to make it easier for hunters to shoot at furbearers in the dark while still keeping both hands on their rifle or shotgun.
Well looky what I did !!!!!!
